A diagnosis can help explain a child’s experience, but it is not the entry requirement for every kind of support. Some help is based on educational needs, some on additional care needs, and some is advice available to families who are still working out what is happening.
This guide covers England. Sources checked on 27 September 2026. Availability and eligibility vary: asking for advice or an assessment does not guarantee a particular service or award.
Start with school support
School should not delay SEN support simply because a formal diagnosis is missing. Ask the teacher and SENCO to assess the difficulty, agree help and review whether it works. IPSEA’s SEN support guidance explains this starting point.
Our school support guide gives you questions to ask. You can use the free toolkit to prepare and track the next steps.
SENDIASS: help understanding the system
Your local Special Educational Needs and Disabilities Information, Advice and Support Service offers free, impartial advice. It can help you understand school support and assessment processes or prepare for conversations with school or the local authority. The support available, including attendance at meetings, varies between services.
Ask: “My child has no diagnosis, but we are concerned about their needs. Can you help me prepare for a school meeting?” Find your local SENDIASS.
IPSEA: educational rights and model letters
IPSEA provides free SEND legal information, template letters and an advice line. Its resources can help if you are unsure what school or the local authority should do. Advice appointments are subject to availability and service criteria. Explore IPSEA’s advice service.
Your council’s Local Offer
Search your council’s website for “SEND Local Offer”. It brings together information about local education, health and care services. Use it to find services to ask about, then check each one’s age range, referral route and eligibility.
Ask: “Which services support children with these needs while they are waiting for assessment? Can parents contact them directly?” GOV.UK signposts the Local Offer.
Keep the service’s response and any promised next step in a referral tracker. If a service is not suitable, ask whether it can suggest another route.
Disability Living Allowance for children
A formal diagnosis is not required to apply for DLA. Eligibility depends on the relevant additional care or mobility needs and other qualifying conditions. Having SEN does not automatically mean a child qualifies. Contact explains this common misunderstanding.
Ask a benefits adviser: “Could my child’s additional needs meet the criteria, and what information would help explain them?” Describe actual support needs rather than trying to fit a diagnostic label.
Social-care and parent-carer assessments
Contact explains that families can ask for assessments of a disabled child’s needs and their needs as a parent carer without a diagnosis. An assessment considers what help may be needed; it does not automatically result in respite or a particular service. Read Contact’s guidance on living without a diagnosis.
Ask the council: “How can we request an assessment of my child’s support needs and my needs as a parent carer? What information do you need from us?”
An EHC needs assessment is a separate route
You do not have to wait for school to make the request. The legal test asks whether the child has or may have SEN and may need special educational provision through an EHCP; it does not require a named diagnosis. IPSEA explains requesting an assessment.
Start with our EHCP introduction if you are unfamiliar with the process. An assessment is not the same as being granted a plan.
Keep the next step manageable
Choose the service that addresses your most pressing question. Record who you contacted, their answer and the next action. Our support-before-diagnosis toolkit includes a referral tracker you can keep privately. You do not need to contact every service at once.
